Level: 9 CS Original | Without going into detail... http://www.disastercenter.com/laworder/11005.htm Seems to basically be giving the ICC power to transport goods (food, water, survival needs) around the country in the event of attack or natural disaster. Basically gives the ICC power and authorization to organize and act for helping people get through disasters. Nothing sinister here. | |||||
